• Risk mapping meeting April 26

    You are invited to the Roosevelt County Base Level Engineering Findings meeting. This meeting is scheduled for Thursday, April 26, 2018 at 1:00 p.m. in Portales New Mexico. Please RSVP to spenman@edac.unm.edu, for the meeting to insure that we have adequate materials for those attending.

    The Earth Data Analysis Center (EDAC) at the University of New Mexico, in partnership with the New Mexico Department of Homeland Security and Emergency Management (NMDHSEM) are leading the FEMA Risk Mapping, Assessment, and Planning (Risk MAP) program for Roosevelt County. The purpose of Risk MAP is the continued improvement of natural hazard information, the promotion of increased national awareness and understanding of natural hazard risk, and the support of federal, state and local mitigation actions to reduce risk.

    The Base Level Engineering (BLE) Findings meeting, where the results of the BLE analysis are presented, is the initial step in the FEMA Discovery process. The BLE data creation process incorporates automated modeling techniques with traditional model development and manual data entry procedures to produce regulatory quality flood hazard boundaries for the 1-percent annual chance event as well as estimates of flood hazard boundaries for multiple recurrence intervals. The BLE process creates scalable flood hazard modeling that local communities can utilize for planning and floodplain management. The Lidar was collected based on the county boundaries and the BLE analysis will be conducted by watershed within the county.

    In addition to the Base Level Engineering products, the Earth Data Analysis Center has produced several additional Geographic Information System (GIS) datasets from the 2015 Roosevelt County Lidar data. These datasets include building footprints, impervious surfaces, hillshade, slope and aspect for Roosevelt County.

    We encourage local technical staff to attend along with chief elected officials, city managers, floodplain managers, GIS/engineering/ building inspector staff, emergency management staff, public works staff, local mitigation and community planners.
